MP Addresses Backlog Of 79 Private Properties That Experience Flooding


For the last 20 years, Mount Prospect has assisted single family property owners who experience flooding by consulting with residents, performing a detailed survey of the site and adjacent properties and designing a drainage site plan to minimize flooding.

Due to increased storm activity and intensity, the village has become backlogged with 79 properties awaiting assistance. However, at the Tuesday night (Oct. 1) village board meeting, trustees accepted a consulting design firm’s proposal which would aid the village in decreasing the backlog number. The contract amount is not to exceed $95,000.

Director of Public Works Sean Dorsey said the village hopes to get to 46 properties with a possibility of another 15 under the contract, leaving 18 properties left on the backlog.

According to village documents, the consulting firm would be tasked with coordinating a “project kick-off” meeting with village staff; performing a detailed field survey of topography, utilities and right-of-way features of the site or adjacent properties; preparing draft drainage plans on base maps then submitting them to village staff for review; preparing a summary of quantities for each final plan; amongst other things.

The village solicited six engineering consulting firms for technical and cost proposals but only received five submissions. These firms were reviewed by village staff and scored out of 100 points on things such as project team, relevant experience, project approach, project schedule, work effort and proposal content.

Along with a proposal, firms were also to submit resumes of key personnel and related experience, a summary of their project approach, a project schedule, staff hour estimate and a cost proposal for major phases of work.

Bono Consulting Inc. was the firm with the highest score and lowest cost. Bono Consulting Inc.  received 96 out of 100 points and their cost for the project was $68,465. According to village documents, the firm has similar single-family property drainage plans.

Staff recommended the board “take advantage of the reasonable cost per site and award the contract up to the available budget amount of $95,000,” which would give the village the ability to add 15 additional properties, reducing the backlog number to 18.

Trustees approved the proposal and contract unanimously.
