The city of Des Plaines on Tuesday, Feb. 12, released a police report the paper requested on Monday, Feb. 11.

Michael C. Unger, 39, of 603 S. River Rd. #3F, Des Plaines, was charged with two counts of home repair fraud. Police were called to a condominium building in the 1600 block of E. Thacker Street on Sept. 7, 2018. Two residents in the building told officers they had allegedly signed contracts with Unger to repair and resurface concrete balconies.

Each of the residents allegedly gave Unger $687.50 as a down payment on the work on April 29 but no work had been done. Unger had allegedly not answered repeated telephone calls or emails from the residents since April, police said.

On Sept. 12, an officer spoke to Unger. Unger allegedly told the officer he would come back and do the work at a discount, however the residents had already had the work done by another contractor. Unger then allegedly stopped responding to calls from police and a warrant was issued on Jan. 25.

Police located Unger at The Bar, 1696 E. Oakton St., at 6:30 p.m. Saturday, Feb. 2 and took him into custody.
