Standoff Between Police, Resident

The sight of armored police vehicles and gun-toting special tactics officers interrupted a quiet afternoon last Sunday in one Mt. Prospect neighborhood.
According to Crime Prevention Officer Bill Roscop, at approximately 1:45 p.m., Mt. Prospect police attempted to serve a bond forfeiture warrant to the home of Andrew Hall, 22, on the 400 block of N. Wille St. A bond forfeiture warrant is served when a defendant skips a court date, according to definition.
Hall was arrested last September in connection with the death of 20-year-old Mt. Prospect resident Gina Dominick. He was charged with drug-induced homicide after being accused of selling heroin to Dominick, which she eventually overdosed on.
"As we approached his home, he apparently saw us through a window," said Roscop. "He then closed and locked the doors. While attempting to get his attention, he went out a window and climbed up to the roof." Roscop said Hall was spotted on the roof with "two large kitchen knives."
"The only thing he told us was he didn't want to go back to jail," Roscop said.
Police secured the scene, initiated the Illinois Emergency Alarm System (IEAS) and contacted 15 additional police personnel and the Northern Illinois Police Alarm System (NIPAS)---the police department's version of a SWAT and negotiation team.
At approximately 5:15 p.m., police said Hall voluntarily came down off the roof and was transported to Northwest Community Hospital in Arlington Hts. for evaluation.
"He is not being charged with any crime," said Roscop. "Nothing he did is worth charging because our charges would be pale in comparison to Cook County's bond warrant."
