Turn It Down: Parks Tighten Rules On Music
Residents attending events at Glenview Park District facilities won't be hearing music by bands like Green Day, Prince or Alanis Morissette anytime soon as park board commissioners adopted a new music policy last month.
The policy states, "music selected shall be neither lewd, profane, obscene, nor indecent and must be approved by the facility manager/supervisor on duty."
A report on the policy drafted by park district officials said the new policy was crafted, "to ensure that the type and volume of music does not interfere with the overall enjoyment of our programs and facilities."
Pre-recorded music will be pre-approved by event coordinators and performers. DJ's performing at park district events will be given a copy of the new policy before they perform.
A park district report said there have been recent complaints, however, Leisure Services Director Bob Quill down played complaints saying the policy is designed to give guidance to park district employees.
The policy also addresses edited songs. Because FCC rules bar profanity on the radio, many songs that may contain profanity on their original versions are re-mastered to contain a "radio edit" removing them.
Barred for youth programs such as dances under the new park district rules are edited versions of songs whose original versions contain explicit lyrics.
Volume will also be regulated with the new policy with each park district facility's sound system having a maximum allowed volume.
Park officials said they would bring in professionals to set maximum sound levels for each facility. Facility managers would have discretion to lower the levels if they were not required but may not raise them above the preset limit except in the case of an emergency.
