Board Draws Up New Water, Building Rules
Glenview trustees adopted new rules regarding storm water detention and construction projects for small property lots.
The rules are designed to judge the impact of construction on drainage and potential flooding on neighboring properties.
Under the new rules, adopted during the Tuesday, Apr. 15 Village Board meeting, village staff will look beyond the property lines of a property owner requesting a building permit.
Building permit applicants will be required in many cases to notify neighbors of their plans prior to the village reviewing their permit requests.
Projects that expand an impervious surface, such as a concrete patio, beyond a certain percentage of the total property size, will be required to connect with a storm water facility in many cases.
New home construction, garage and home additions exceeding 500 square feet will require an "as built" survey that will verify information such as grading (elevation) and connections to sewer systems that can affect water detention.
Recent discussions regarding a planned development by the United Methodist Church's Board of Global Pensions brought the subject of storm water detention to light. Residents in the Tall Trees neighborhood expressed fears about flooding as the church's plans were considered.
The village recently signed an agreement to become part of the Geographic Information Service (GIS). GIS maintains a database on behalf of the village. Using GIS, village staffers will enter the information provided with these new rules to create a solid historical database to work with when disputes are brought to the village between property owners or information is needed regarding the status of properties.
