Aldermen Need More Time To Review Casino Non-Interference

Aldermen Monday night decided they need more time to consider a new city policy of non-interference concerning the anticipated operation of a casino on Des Plaines' south side.

City Council members were scheduled to consider a proposed non-interference casino ordinance at Monday night's regular twice-monthly meeting. However, most aldermen agreed to delay voting on the measure until the matter can be reviewed in committee adding that they support the general concept of the plan.

While most council members agreed to wait, Mayor-elect Ald. Marty Moylan (2d) urged quick approval.

"We should discuss and vote tonight," said Moylan. "We need to send a message to the new city council that we have an ordinance in place. He explained that quick acceptance would let local residents and state leaders know that the city will keep hands off the casino operation leaving its regulation up to the Illinois Gaming Board. "It's important that we show that we have the strongest ordinance in the state," said Moylan.

Legal & Licensing Committee chairman Ald. Carla Brookman (5th) said she wants to conduct a meeting on the proposal before an ordinance is enacted. "Different language may be needed," Brookman said. "This was never sent to committee. There are no time constraints." Brookman's committee will meet on the matter on Thursday, Apr. 30 in city hall at 9 a.m. The meeting is open to the public.

Midwest Gaming and Entertainment, LLC wants to build a new casino on River Road north of Devon Avenue. If the Illinois Gaming Board makes a final determination that Midwest and the city meet suitability requirements, as expected, construction could begin within a year.
